There are some good pranksters throughout history. You can usually find them in the unemployment line on April 2nd.
In 1981, the Herald-News of Roscommon, Michigan reported that 3 lakes in Michigan were selected for a fresh-water shark study where 2,000 sharks were to be released into the lakes. The types of sharks included hammerheads, blue sharks, and great whites. The federal government was spending $1.3 million to determine if sharks could survive in cold climate.
In 1998, the Alabama state legislature passed a bill which changed Pi back to the 'Biblical Value' of 3.0. Written in the New Mexicans for Science and Reason by physicist Mark Boslough, it was to parody of the legislative attempts to circumscribe the teachings of evolution.
In 1980, the BBC reported that Big Ben was taking the clock hands off for a digital display. This was in an effort to keep up with the times. Further, the BBC Japan announced that the clock hands would be sold to the first four listeners to contact them.
In 1996, Taco Bell claimed that it had purchased the Liberty Bell and was renaming it to the "Taco Liberty Bell". The government allowed the sale in an effort to help pay the national debt.
In the April 1985 Sports Illustrated published an article about a rookie baseball player who could throw an 168 mph fastball (the fastest previous record was 103). He studied Tibetan mind-body mastery which lead him learn the "art of the pitch". Even further he was at the Mets training camp.
